Police said the collective was burglarized the first week it opened and some customers have been robbed. Schwarzenegger signed bill AB 2650 &lt;br /&gt;(Buchanan), which prohibits medical marijuana collectives from &lt;br /&gt;operating  within 600 feet of a school as of Jan 1, 2011.  It covers &lt;br /&gt;all activities by dispensaries  or other providers that have a &lt;br /&gt;storefront location or mobile outlet and  are required to have a &lt;br /&gt;business license. smoking, illicit drug use rose in 2009 to 8.7% of the population aged 12 years and older, up slightly from 8% in 2008, according to a new report. &lt;br /&gt;The report also shows that the non-medical use of &lt;a href="http://www.webmd.com/drugs/index-drugs.aspx"&gt;prescription drugs&lt;/a&gt; rose from 2.5% of the population in 2008 to 2.8% in 2009.&lt;br /&gt;According to the report by the Substance Abuse and Mental Health Services Administration (SAMHSA), the estimated number of people who admitted they had used the street drug ecstasy in the past month rose from 555,000 in 2008 to 760,000 in 2009.&lt;br /&gt;&lt;a href="http://www.webmd.com/drugs/drug-8676-methamphetamine+oral.aspx"&gt;Methamphetamine&lt;/a&gt; use rose from 314,000 to 502,000 during the same period, according to the SAMHSA report.&lt;br /&gt;&lt;a name='more'&gt;&lt;/a&gt;&lt;br /&gt;&lt;h3&gt;Wake-Up Call&lt;/h3&gt;Some of the findings are disturbing and should serve as a wake-up call to the nation, says Pamela S. Hyde, JD, administrator of SAMHSA, a division of the Department of Health and Human Services.&lt;br /&gt;“Our strategies of the past appear to have stalled out with generation ‘next’,” she says in a news release. “Parents and caregivers, teachers, coaches, faith and community leaders must find credible new ways to communicate with our youth about the dangers of substance abuse.”&lt;br /&gt;&lt;br /&gt;The report says overall illicit drug use in the past month among young adults aged 18-25 years increased from 19.6% in 2008 to 21.2% in 2009.&lt;br /&gt;&lt;br /&gt;The findings “are disappointing, but not surprising, because eroding attitudes and perceptions of harm about drug use over the past two years have served as warning signs for exactly what we see today,” says Gil Kerlikowske, director of National Drug Control Policy.&lt;br /&gt;“Fortunately, this administration’s National Drug Control Strategy, with its focus on prevention, treatment, smart law enforcement and support for those in recovery, highlights the right tools to reduce drug use and its consequences,” he says in the news release.&lt;br /&gt;&lt;h3&gt;Steps Needed to Curb Illicit Drug Use&lt;/h3&gt;Efforts to curb illicit drug use “must be reinforced and supported by the messages kids get from their parents,” he says. “Past month marijuana use was much less prevalent among youths who perceived strong parental disapproval for trying marijuana or hashish once or twice than among those who did not &amp;nbsp;-- 4.8% versus 31.3% respectively.”&lt;br /&gt;Among the study’s other key findings:&lt;br /&gt;&lt;ul&gt;&lt;li&gt;Though the rate of overall illicit drug use among young people in 2009 remained below 2002 levels, use by youths aged 12-17 years rose to 10% in 2009, up from 9.3% in 2008. Those percentages compare to use by 11.6% of young people in 2002.&lt;/li&gt;&lt;li&gt;The rate of marijuana use among youths aged 12-17 years increased to 7.3% in 2009 after it had leveled off to 6.7% starting in 2006.&lt;/li&gt;&lt;li&gt;In 2009, some 10.5 million people aged 12 years and older said they had driven while under the influence of illicit drugs in the past year. The rate was highest among young adults aged 18-25 years, at 12.8%.&lt;/li&gt;&lt;li&gt;The level of youths perceiving great risk of harm associated with smoking marijuana once or twice a week dropped from 54.7% in 2007 to 49.3% in 2009, marking the first time since 2002 that less than half of young people perceived great harm from marijuana use.&lt;/li&gt;&lt;li&gt;23.5 million Americans aged 12 years and older need specialized treatment for a substance abuse problem, but only 2.6 million are receiving help.&lt;/li&gt;&lt;li&gt;1.3 million people, or 0.5% of the population aged 12 years and older, used hallucinogens in the month prior to being surveyed, including 760,000, or 0.3%, who had used ecstasy. The number of ecstasy users increased between 2008 and 2009.&lt;/li&gt;&lt;li&gt;Non-medical use of prescription-type drugs rose from 2.9% in 2008 to 3.1% in 2009 among young people aged 12-17 years.&lt;/li&gt;&lt;li&gt;Illicit drug use increased from 2.7% in 2002 to 6.2% in 2009 among people aged 50 to 59. Researchers say this increase reflects the aging of baby boomers.&lt;/li&gt;&lt;li&gt;Unemployed people are more likely to use illicit drugs. Among unemployed adults age 18 and over, 17% were current illicit drug users in 2009, compared to 8% of those employed full-time and 11.5% of those employed part-time. Nearly 23.7% of people aged 12 years and older, or about 60 million people, said they had gone on drinking binges in the past year. Binge drinking is defined as having five or more drinks on the same occasion, on at least one day in the month prior to the survey.&lt;/li&gt;&lt;/ul&gt;The report authors say all of the findings weren't bad. For example, cigarette use among people aged 12 years and older has reached a historic low of 23.3%, and the use of &lt;a href="http://www.webmd.com/drugs/drug-1383-cocaine+top.aspx"&gt;cocaine&lt;/a&gt; among those aged 12 years and older has declined 30% from 2006 levels.&lt;br /&gt;&lt;br /&gt;&lt;div class="copyright_fmt"&gt;© 2010 WebMD, LLC. City Attorney Again Enforcing Pot Shop Ordinance</title><content type='html'>&lt;a href="http://blogs.laweekly.com/informer/marijuana/la-city-attorney-pot-shops" target="_blank"&gt;http://blogs.laweekly.com/informer/marijuana/la-city-attorney-pot-shops&lt;/a&gt;/&lt;br /&gt;&lt;br /&gt;The Los Angeles City Attorney sent out 46 letters to property owners&lt;br /&gt;Thursday, warning them that they are suspected of operating illegal medical&lt;br /&gt;marijuana dispensaries and must cease-and-desist or face criminal sanctions,&lt;br /&gt;a City Attorney spokesman told the Weekly Friday.&lt;br /&gt;&lt;br /&gt;The City Attorney's office, which is in litigation over the pot shop&lt;br /&gt;ordinance that took effect in June, had previously told the Weekly that it&lt;br /&gt;was giving the out-of-compliance pot shops a reprieve until the litigation&lt;br /&gt;was settled. And so the infamous KFC pot shop boldly re-opened.&lt;br /&gt;&lt;a name='more'&gt;&lt;/a&gt;Perhaps responding to the awkward political atmospherics -- are we enforcing the ordinance or not? -- City Attorney Carmen Trutanich seems to have&lt;br /&gt;reversed fields and is going after shops deemed out-of-compliance.&lt;br /&gt;&lt;br /&gt;The City Attorney is still holding off on shutting down about 130 shops in&lt;br /&gt;litigation. The ordinance, it was believed at the time, would shut down all&lt;br /&gt;but those 130 or so of the 580 thought to be in existence in June. The 130,&lt;br /&gt;it was believed, would be eligible for final approval because they set up&lt;br /&gt;shop before a 2007 moratorium on new shops.&lt;br /&gt;&lt;br /&gt;But of the 130, just 41 met all the conditions of the ordinance to move on&lt;br /&gt;to final approval, according to the City Clerk. Conditions included having&lt;br /&gt;the same owner and management since opening; having stayed in the same&lt;br /&gt;location unless forced to move by the credible threat of DEA action; and&lt;br /&gt;passing a criminal background check.&lt;br /&gt;&lt;br /&gt;The City Attorney is waiting to shut down those out-of-compliance shops&lt;br /&gt;until receiving a ruling from Judge Anthony J. Mohr that the ordinance is&lt;br /&gt;constitutional. The judge will hear oral arguments Tuesday. Even if the&lt;br /&gt;ordinance is ruled legal, the fight won't be over. Mohr gave the shops 45&lt;br /&gt;days to make a case that they are in compliance with the ordinance and were&lt;br /&gt;wrongly denied approval by the City Clerk (&lt;br /&gt;&lt;a href="http://blogs.laweekly.com/informer/marijuana/judge-city-pot-shop-court" target="_blank"&gt;http://blogs.laweekly.com/informer/marijuana/judge-city-pot-shop-court&lt;/a&gt;/).&lt;br /&gt;&lt;br /&gt;(A separate set of shops, closed in June, is also suing over the&lt;br /&gt;constitutionality of the ordinance. Other counties and cities, including San Francisco, &lt;br /&gt;Sacramento, Oakland, West Hollywood, Berkeley, etc., have &lt;br /&gt;successfully regulated medical cannabis dispensaries. According to the Associated Press, Natalie Collins, spokeswoman for the local U.S. Attorney's office said that the federal search warrants and "supporting affidavits stemming from what she called 'an ongoing law enforcement operation' were sealed by federal court order." The dispensaries raided today by federal agents and local police included: Happiness Consultant, Salvation Haven, Nature's Way, Organic Releaf, &amp;amp; Holistic Solutions.&lt;br /&gt;&lt;a name='more'&gt;&lt;/a&gt;The federal raids come nearly a year after an October 2009 Justice Department directive issued to U.S. Attorneys in medical marijuana states, deprioritizing enforcement against medical marijuana patients and providers. The Las Vegas raids occurred less than two months after another spate of federal raids in July against state-compliant patients in California and Michigan. "The federal government should never be called on to enforce local or state medical marijuana laws," said Caren Woodson, Director of Government Affairs with Americans for Safe Access (ASA), the country's largest medical marijuana advocacy group. "The federal DEA must abide by the Justice Department policy and stay out of the enforcement of local and state medical marijuana laws."&lt;br /&gt;&lt;br /&gt;In July, Las Vegas Mayor Oscar Goodman stated publicly on local television that allowing dispensaries was "a very legitimate goal," and that, "If doctors say that it does a patient some good and gives relief to somebody that has a dire need for it, I'm all for it." Nevada failed to consider the issue of distribution at the time of adopting its medical marijuana law in 2000. Although the state allows "Designated Primary Caregivers" to supply medical marijuana to patients, the qualifications are stringent and require "significant responsibility for managing the well-being of a person diagnosed with a chronic or debilitating medical condition."&lt;br /&gt;&lt;br /&gt;Nevada's effort to address the need of sick patients to access local distribution of medical marijuana mirrors the efforts in other states like California, Colorado, Michigan, Oregon and Washington. Both Maine and Rhode Island have amended their laws to include state-licensed distribution similar to the medical marijuana laws of New Mexico. The trend to ensure safe access to medical marijuana by establishing licensed distribution facilities has even extended to states currently deliberating new medical marijuana laws, such as Iowa, Kansas, Maryland and Wisconsin.&lt;br /&gt;&lt;br /&gt;"A failure to regulate the much-needed distribution of medical marijuana by states such as Nevada should not be seen as a green light by the feds to conduct raids," continued Woodson. ASA has and will continue to work with both federal officials in the Obama Administration as well as local and state officials in Nevada to address the safe distribution of medical marijuana as a public health issue.&lt;br /&gt;&lt;br /&gt;The DEA is currently being directed by Bush-appointee Michele Leonhart, who served as deputy under DEA Administrator Karen Tandy; both were responsible for more than 200 federal raids in California and other medical marijuana states during the Bush Administration. are eligible to stay in business under the city’s restrictive ordinance, a number so low that the city will suspend the winnowing process and ask a judge to rule that it is legal.&lt;br /&gt;&lt;br /&gt;“It was a surprise,” said Jane Usher, a special assistant city attorney who worked closely with the City Council to draft the complex law and is defending it in court.&lt;br /&gt;&lt;a name='more'&gt;&lt;/a&gt;Rather than move ahead with a selection process that would clearly trigger a spate of lawsuits by disqualified dispensaries, the city attorney’s office decided to sue them first and ask a Los Angeles County Superior Court judge to determine that the city’s process was appropriate.&lt;br /&gt;“We’re trying to be proactive,” Usher said.&lt;br /&gt;&lt;br /&gt;Yamileth Bolanos, who runs PureLife Alternative Wellness Center, found out that the city had determined her dispensary was not eligible to continue to operate. “I’m not going to take this lying down,” she said. “This is ridiculous. They have screwed up one thing after another. Not once have they thought about the patients of Los Angeles.”&lt;br /&gt;&lt;br /&gt;Los Angeles is already tangling with about 85 dispensaries that have filed almost 30 lawsuits challenging the procedure the City Council adopted Jan. 26 to limit the number of dispensaries. Most of the dispensaries that have sued are among more than 400 ordered to shut down.&lt;br /&gt;&lt;br /&gt;The city experienced a dizzying increase in the number of dispensaries when it failed to enforce a pot-shop moratorium put in place in 2007. Under that ban, only 186 dispensaries were approved to operate, but hundreds opened, a trend that accelerated after the Obama administration indicated last spring that it would not raid dispensaries complying with state law.&lt;br /&gt;&lt;br /&gt;&lt;a href="http://www.blogger.com/post-edit.g?blogID=7436459445109237532&amp;amp;postID=4615631517823988113" id="more" name="more"&gt;&lt;/a&gt;&lt;br /&gt;&lt;div class="entry-more"&gt;Judge Anthony J. Mohr is presiding over all the lawsuits and has set a Sept. 21 hearing on constitutional issues. It is unclear how quickly Mohr might act on the lawsuit, which the city attorney’s office intends to file Thursday.&lt;br /&gt;“The judge has considered things very expeditiously to date,” Usher said. “He seems to have a very keen awareness of the harm it causes to the community to leave this unaddressed.”&lt;br /&gt;&lt;br /&gt;When the City Council passed the ordinance, it acted on an estimate that about 130 dispensaries might qualify to stay open. Under the ordinance, however, if the number dropped below 70, additional dispensaries would be chosen in a lottery. The total number of dispensaries in the city would then be capped at 70.&lt;br /&gt;&lt;br /&gt;City officials said 169 dispensaries applied to be allowed to remain in operation, but 128 failed to meet the stringent criteria. The city clerk's office&amp;nbsp;mailed letters Wednesday to each dispensary notifying it&amp;nbsp;of its&amp;nbsp;status and also posted the list on the office's&amp;nbsp;website. &lt;b&gt;[Corrected at 8:50 p.m.: &lt;/b&gt;A previous version of this post said 170 dispensaries applied to remain in operation.&lt;b&gt;]&lt;/b&gt;&lt;br /&gt;&lt;br /&gt;The ordinance, which became effective&amp;nbsp;June 7, allowed only those dispensaries that had registered by Nov. 13, 2007, to operate during the moratorium. Sources say that Green Kross, Unified Collective, SDOC and Kush Lounge were all served federal search warrants and were subjected to aggressive SWAT-style raids which resulted in the arrest of as many as 8 people and the seizure of money, medical marijuana and patient records. These raids come as the City of San Diego is deliberating an ordinance to regulate the local distribution of medical marijuana.&lt;br /&gt;&lt;a name='more'&gt;&lt;/a&gt;&lt;br /&gt;"The patient community is outraged by these actions and demands answers," said Eugene Davidovich of the local San Diego chapter of Americans for Safe Access (ASA), the country's leading medical marijuana advocacy group. "Why is the federal government attempting to undermine our local efforts to regulate?" A recent San Diego Gran Jury encouraged local governments to follow through on implementing state law by regulating medical marijuana distribution facilities that provide needed medicine to patients throughout the county. Both the City and County of San Diego are on the verge of approving regulatory ordinances.&lt;br /&gt;&lt;br /&gt;Several federal raids have occurred in San Diego over the past few years, typically with the cooperation of local law enforcement and District Attorney Bonnie Dumanis. The latest raids happened in September 2009 under the multi-agency effort called "Operation Endless Summer." Despite the confidence of Dumanis in prosecuting state cases against local dispensary operators, one of them being Davidovich, they have only resulted in jury acquittals. "Despite a failure to win convictions in state court, Dumanis continues to aggressively enforce and prosecute groundless medical marijuana cases," continued Davidovich.&lt;br /&gt;&lt;br /&gt;In October 2009, one month after raids were conducted on more than a dozen medical marijuana dispensaries in San Diego, the Justice Department issued a new policy aimed at deemphasizing federal enforcement in medical marijuana states. Nonetheless, the Justice Department has continued to take action in California and other medical marijuana states, with San Diego dispensaries being the latest targets. In addition, the first federal trial of a medical marijuana provider under the Obama Administration is due to take place in the next few weeks. San Diego dispensary operator James Stacy was raided in the same September 2009 raid, but is being federally prosecuted. He is currently trying to mount an entrapment and medical use defense, something routinely denied federal medical marijuana defendants due to court rules that favor the prosecution.&lt;br /&gt;&lt;br /&gt;"These raids underscore the importance of developing a comprehensive federal policy on medical marijuana, which will also allow states to care for the health and welfare of their people without unnecessary federal interference," said ASA Government Affairs Director Caren Woodson. It's certainly been a goal of mine; one I  have  partially achieved.&lt;br /&gt;&lt;br /&gt;While prices on solar installations and other forms of green power   options have dropped substantially in recent years, renewable energy  technology is   still   out of the reach for most of us - or is it?&lt;br /&gt;When&amp;nbsp;I priced a small system for the little place I   had   in the outback in 2003, it was around $USD 3,000 - that was just enough  to run   my   notebook 12 hours a day, basic lighting and a few peripheral items. To   power our   house was in the region of $USD 30,000 - $40,000.&lt;br /&gt;Prices steadily decreased and I was able to get together a   mobile solar rig for my outback adventures for around the $USD $1,400   mark   (around $1,600 AUD at current exchange rates), but one for the house was    still   out of reach without some sort of substantial assistance.&lt;br /&gt;It's been encouraging to see many governments   becoming   increasingly aware that as part of the battle against rising greenhouse  gas  emissions and climate change,   they need   to plough some very serious cash into renewable energy - including   rebates, grants   and other financial incentives to householders, businesses and community    groups.&lt;br /&gt;&lt;a name='more'&gt;&lt;/a&gt;&lt;br /&gt;&lt;div align="center"&gt;&lt;img border="0" height="261" src="http://www.greenlivingtips.com/images/renewable-energy-range.jpg" width="390" /&gt;&lt;br /&gt;Renewable energy options such as wind and solar power&lt;br /&gt;might now be in your reach thanks to government rebates!&lt;br /&gt;(Image courtesy of &lt;a href="http://www.energymatters.com.au/" target="_blank"&gt;Energy   Matters&lt;/a&gt;)&lt;/div&gt;While the rebates still won't make the initial purchase of green   power   hardware&amp;nbsp;attainable for some, it will open the renewable energy door for    others and hopefully with increased demand; technology and production   efficiencies; we'll see pricing drop further across the board on items   such as   solar panels and wind turbines.&lt;br /&gt;&lt;b&gt;Feed in tariffs&lt;/b&gt;&lt;br /&gt;I thought I would make special mention of feed in tariffs as they are   becoming increasingly popular around the world and many people are  confused  about how they work.&lt;br /&gt;While not a rebate, feed in tariffs do offer a powerful ongoing  incentive for  installing solar power. Feed in tariffs pay a premium rate for some or  all of  the electricity generated by &lt;a href="http://www.greenlivingtips.com/articles/235/1/Grid-connect-solar-power.html"&gt;grid   connected solar power systems&lt;/a&gt;. The rate paid is usually far higher  than the  market rate for electricity and is guaranteed for X years. This allows  potential  solar power system purchasers to calculate how long it will take to  recoup their  investment.&lt;br /&gt;For example, in one Australian state the average market rate for  "normal" electricity is around AUD 16c per kilowatt hour. Solar power  system owners in that state are paid 60c per kilowatt hour for all the  electricity their systems generate! On top of other rebates available in   Australia, this means the payback period for a system is just 4 or 5  years in  that region - and then after that, it's truly free power. Given the  lifespan of  a solar power system, the owners will "make" thousands of dollars on  the system over its serviceable life through electricity savings; plus  the  system will also add value to their home. Of course, there's also the  warm and  fuzzy feeling of helping in the battle to slash greenhouse gas emissions  as  well!&lt;br /&gt;But not all feed in tariffs are created equal. For example, the two  most  popular models are net and gross feed in tariffs. A gross feed in tariff  scheme  pays the premium rate on all electricity generated, whereas a net feed  in tariff  only pays the higher rate on electricity generated surplus to the  consumption of  the premises on which the system is installed. From a financial  viewpoint, in  most cases the gross feed in tariff is the better model; particularly in  the  case of where large amounts of electricity are consumed during daylight  hours.&lt;br /&gt;There are other factors involved in determining how good a deal a  feed in  tariff is, so it's important to research these sorts of incentives  carefully.&lt;br /&gt;And just on that point..&lt;br /&gt;Finding current information on renewable energy rebates and  incentives such  as feed in tariffs can be a bit   of a   hassle, so I thought it might be useful to attempt to list some of the   various   rebate resources available online. I'd really welcome feedback so I can    expand   on the list (particularly additional countries) and to help me keep it   up to   date!&lt;br /&gt;&lt;b&gt;USA rebates and incentives&lt;br /&gt;&lt;br /&gt;&lt;/b&gt;President Obama has made renewable energy a priority and all sorts   of   rebates and incentives are available at both a federal and state level.&lt;br /&gt;The &lt;a href="http://www.dsireusa.org/" target="_blank"&gt;Database of State      Incentives For Renewables and Efficiency&lt;/a&gt; is a comprehensive source   of   information on state, local, utility, and federal incentives and rebates    that   promote renewable energy. It was amazing to see how much financial   assistance is   available in the USA.&lt;br /&gt;&lt;a href="http://www.greenmadesimple.com/" target="_blank"&gt;Green Made    Simple&lt;/a&gt;   is a free online service&amp;nbsp; that allows&amp;nbsp;you to find local residential   energy efficiency rebates by just entering your zip code.&lt;br /&gt;&lt;b&gt;Canada&lt;/b&gt;&lt;br /&gt;Office of Energy Efficiency &lt;a href="http://www.oee.nrcan.gc.ca/corporate/incentives.cfm" target="_blank"&gt;Grants   and Incentives&lt;/a&gt;&lt;br /&gt;&lt;b&gt;Australia&lt;/b&gt;&lt;br /&gt;&amp;nbsp;&lt;a href="http://www.energymatters.com.au/government-rebates/solar-credits-australia.php" target="_blank"&gt;Solar   credits program&lt;/a&gt;&lt;br /&gt;- offers up to $7,500 in rebates on grid connect systems for home,   business and   community groups.  &lt;a href="http://www.energymatters.com.au/renewable-energy/solar-power/stand-alone-power-systems/remote-power-rebates.php" target="_blank"&gt;Renewable   Remote Power Generation Programme&lt;/a&gt;&lt;br /&gt;- supporting renewable energy in (some) remote areas&lt;br /&gt;&lt;a href="http://www.energymatters.com.au/renewable-energy/solar-power/solar-hot-water/solar-hot-water-rebates.php" target="_blank"&gt;Solar   Hot Water Rebates&lt;/a&gt;&lt;br /&gt;- helping Australian households install greenhouse friendly hot water   technologies&lt;br /&gt;&lt;a href="http://www.energymatters.com.au/government-rebates/feedintariff.php"&gt;Feed      in tariffs&lt;/a&gt;&lt;br /&gt;- State by state summary of programs that pay owners of solar power   system   owners a premium for the electricity they produce.&lt;br /&gt;&lt;b&gt;UK&lt;/b&gt;&lt;br /&gt;The &lt;a href="http://www.lowcarbonbuildings.org.uk/home/" target="_blank"&gt;Low   Carbon Buildings Programme&lt;/a&gt; provides grants for renewable energy   technologies   to householders, schools, the public, non-profits and private   businesses.
